Hawaii Tax Online (HTO)
Hawaii Tax Online is the convenient and secure way to e-file tax returns, make payments, review letters, manage your accounts, and conduct other common transaction online with DOTAX.
Filing taxes and making debit payments through this system is free.

Income Tax Refund Status
Where’s My Refund Search allows taxpayers to check the status of their individual income tax refunds 7-8 weeks after submitting an electronic tax return or 9-10 weeks after submitting a paper tax return. Status information is updated once a day.
Search Business Tax Licenses
Use the Search Tax Licenses feature on Hawaii Tax Online to search for names, Hawaii Tax ID numbers, and status of business taxpayers issued a tax permit, license, or account.
ELF (DOTAX.eHawaii.gov)
DOTAX.eHawaii.gov, frequently referred to as ELF, will be phased out and replaced by Hawaii Tax Online.
After September 3, 2019, taxpayers cannot conduct new transactions on ELF and will only be allowed to view prior returns and prior payments submitted through ELF. ELF users must transition to Hawaii Tax Online to file, pay and manage tax accounts online.
Please note that logon information (user name and password) for ELF, eHawaii.gov, and Hawaii Tax Online are different.
Hawaii Business Express (HBE)
Use Hawaii Business Express to file a single application to register a new business with the Department of Commerce and Consumer Affairs (DCCA) and apply for various types of tax permits/licenses/accounts with the Department of Taxation.
Hawaii Compliance Express (HCE)
Use Hawaii Compliance Express to file a single application to apply for a Certificate of Good Standing from the Hawaii Department of Commerce and Consumer Affairs, tax clearances from the Hawaii Department of Taxation and Internal Revenue Service, and a Certificate of Compliance from the Hawaii Department of Labor and Industrial Relations. HCE issues a single Certificate of Vendor Compliance that satisfies proof of compliance requirements for vendors with state and county government contracts of $2,500 or more.
IRS Modernized e-File Program
The State of Hawaii is a participant in the Internal Revenue Service’s Modernized e-File (MeF) program, which allows income tax taxpayers to electronically file their federal and state income tax returns using approved tax preparation software or authorized tax professionals. Individual and Corporate Income tax returns can be filed through the software products or tax professionals approved for this program. Please contact vendors directly for any problems you encounter with their products or services.
Hawaii’s Simple File Import (SFI) on Hawaii Tax Online (HTO)
The State of Hawaii Department of Taxation’s Simple File Import SFI will allow approved reporting agents to submit up to 100 tax returns via a worksheet in HTO for General Excise Tax (G-45 and G-49), Transient Accommodations Tax (TA-1 and TA-2), and Withholding Tax (HW-14).
SFI also supports import of HW-2 forms via a worksheet.
Hawaii’s Bulk Filing System (HBFS)
The State of Hawaii Department of Taxation HBFS enables approved transmitters and reporting agents the ability to electronically transmit multiple HW-14 withholding tax returns and W-2s via SFTP in a single ZIP file.
